A YES (shown in red) indicate a Member State's vote in favour of legalising a given GMO. no means the country voted against. Abs means the country abstained from voting. The table shows that Ireland, Finland, the Netherlands, Sweden and the UK have the most pro-GMO voting record in the European Union. Note that the first four votes were taken before the former Accession States joined the EU. The GT73 column marked with an asterisk shows the member states' decreasing support for Monsanto's GT73 rapeseed at the second Council of Ministers meeting to legalise it on 20 December 2004, although the vote was cancelled due to the lack of a qualified majority (QM) for or against.
